In Total War, you can place your units in a strategic manner prior to the start. There is a boundary that is used so you don't start on top of your opponent.

Judging from all the effort put into making a controllable game in TC2M, I don't worry about the Dev's really. As much as the formation was used in the real war, it would be very poor not to include them here.
