How do I play with no network connection?

If I have a network connection and both inbound and outbound traffic is blocked what programs to I need to allow through the firewall? What ports would I have to open up on my home router?

Ok. Windows 7 Compatibility mode, not on the shortcut, but on the actual EXE file.

Is it true this HAS to be run as an 'administrator'? It appears I cannot run this as
a general user?
