Remember, these are all free services, and I have not come across any problems. NO adware, or spyware, or any such nonsense.
I have been doing allot of searching, and testing out the best routes to take to create your own website. This has taken me a long time.
1: Goggle Web-Hosting - https://www.google.com/accounts/ServiceLogin (free)
2: FreeWebs - http://www.webs.com/ (free)Important: Has a monthly limit on bandwidth.
3: Weebly - http://www.weebly.com/ (free)
4: Vanilla Forums - http://www.vanillaforums.com/plans I found this very vanilla (hence the name vanilla). Could be good for you to take a look at if easy is your cup of tea. (free)
5: Forumer - http://www.forumer.com/ This site is just as you see on most other sites, it's options are mind boggling. Nice to work with, if not a bit more confusing than the one at Vanilla forums, or at webs.com. (free)
Well, the site I found easiest to use is FreeWebs at www.webs.com. Just check out my site to see what I was able to do with absolutely no experience what-so-ever http://mikesla.webs.com/ in web design.
I'm also at the moment designing a page on Google to see how easy that is to get going, and published. So far it is taking me a bit more time than webs.com and it's coming along nicely.
Anyway, I have spent the last 15+ hours running around to find the best.
If I come across anything that I think would be good for creating your website, I'll definitely will post it here for you to consider.
If I helped one person to create their own website, than it has been all worth it. My wife can't figure out why I'm even taking the time to do this, but then again she's not too much into computers.

Here is something I have found with FREE web hosting sites, and how to overcome their limitations. Webs.com has a bandwidth limitation (100 megs per month).
They only web hosting sites that I have found that do not have this monthly bandwidth limitation is http://sites.Google.com and Weebly.com
What I have written below are for those who are with sites that have this monthly bandwidth limitation.
1: Keep your pages simple, neat, and clean. Don't add their apps that they offer, you really don't need to have things like flash games, their apps eat your bandwidth like you wouldn't believe, and chat apps they offer are cool, again, it eats the bandwidth. DO NOT store files on the server that you wish to share with your members, again this eats your bandwidth. Keep the amount of logo's, and pictures to a bare minimum (you have to remember all of this information has to be transfered from their server to your members).
OUT SOURCE EVERYTHING!
IF you wish to stay with these web hosting sites that have this bandwidth limitation
then OUT SOURCE everything. For instance I use http://www.4shared.com/ to store my files (they give you 10 gig for file storage), and I use www.blogspot.com for my blog, and I use http://www.forumer.com/ for my forum needs. Anything that is offered outside of the web host you are using is the best route to take.
Your best bet is http://sites.google.com if you are wanting to create a website. I have just transfered over to their web hosting since it is free, and it doesn't appear to have the 100 meg per month bandwidth problem. I still outsource everything else though.
OR...spend the money if you have it.
This is for people who don't have extra cash to spend like myself. I would rather save my money for games like SOW.
