OK, In the Mod that you are describing above – you have a Graphics folder already installed – that contains Screens .
Drag and Drop – the Toolbar folder with the Buttons.dds inside into that Graphics Folder.
So – when you open the Graphics Folder – you should see two folders inside of it.
Screens
Toolbar
After that the only other thing would be to activate the Mod – which I’m sure you already know about.
Above – you may have made a typo – but you wrote Toolbar.dds – the Toolbar folder should just be called Toolbar – with the Buttons.dds file inside of it!

I think that I see where the problem is:

NorbSoftDev \ ScourgeofWar-Gettysburg \ Mods \ CouriersAndMaps \ Graphics \ Toolbar
Marching-Thru-Georgia updated the Mod at one point - but the name of the Mod appears to have stayed the same, which is CouriersAndMaps .

Blaugrana - Check the top of the first post - I have amended the file.
This is probably how I should have done it the first time, the BlueGreyButtons will act as a Mod - that can be activated \ de-activated.
Just place the whole folder into your ScourgeofWar-Gettysburg \ Mods - folder.

I have the mod working
I have only now realised that mods aren't meant to work in base Game scenarios
I thought I had MTG's courier & map mod working in scenarios but have now worked out that I don't - I have the maps, cos I replaced the base ones. My courier screens, however, are the stock ones. Because I'd never used them before I thought they were the modded ones...

Well in a weird sort of way it is actually good that you ran into a problem getting the Mod to work, other-wise it never would have occurred to me to just make it into a Single-Mod .I have the mod workingI have only now realised that mods aren't meant to work in base Game scenarios

I’m still doing it the old-way by amending the files directly, and a lot of trouble went into creating a better-system to avoid people altering their stock-files.
So, this was more my fault then anyone else’s!
