Mods do not work

I activate the mods (highlight and small box appears to left) But I do not see any changes.

It depends on how the Mod is being used, such as is this in a Open Play \ Sandbox type of game, or is this Mod being used with a Scenario type of game.

Mods will not work with the games default Scenario's by design.
