What's In The Mind of the AI?

I guess I may be asking for the trade secrets, but what triggers the moves of the opposing army when in Sandbox Play? I have noticed that the opposing army takes to the roads. Perhaps, a broad question, but I wanted to start the discussion.

The initial moves are more based on the situation, the personality of the top officer, and the location on the map. Since the enemy usually cannot be seen, it's usually semi-random, with preference based on any objectives that may exist.

Not sure what reply I'm looking for, but this is the toughest AI I ever played against. Most battles I play, the enemy outnumbers me by 30-40K and that's when I get pounded (they keep on coming) after what I thought I was doing a good job fighting.

Really would like to have a Scenario Editor or more Army-vs-Army Scenarios like the 3 Days...
