Letters and Text flagged out, using Windows 10

In the main screen menu after I start-up the app, I the menu titles are not view able as they have horizontal lines running across them.

I have gotten it to work but the game camera was shifting to the right like a drunken sailor so when I tried to restart I got this problem with not being able to see text of any kind. Might I say, "This is an outrage!"
