Changing command level in GCM SP campaign

I was trying to find a way that before playing a GCM SP mission what I need to change to take over the command of the entire army rather than just my division in the scenario. I've done some searches here and I think it involves changing something in the scenario.ini file inside the mission folder? I'm not exactly sure I was hoping someone might be able to guide in the right direction.
