Twitter screen comes up a green blank with some funky clouds, is there a solution?

I liked the original screen better, with the silver stuff.

Anyway, what is the problem with the home page, it looks REALLY weird until I log in, all the stuff is in the wrong places.

Also, thanks mr. superb :) I didn't know that it was messed up if not logged in. I moved some stuff around and it should be better now.
