if you insert in the mod the SOWWLLanguage.xml with chinese as new tag, you can avoid to use the english. After is sufficient you duplicate all the files starting with "english" changing it with "chinese"

Do I need to modify all EnglishScenScreen.txt to make "From:" "To:" into Chinese?(Does this affect sandbox game?)

For sandbox game you have to create the languages files present in the directory sandbox.

It seems the direction are fixed given by code, they remain in english in all the languages
