It does exactly that, the courier will always look for the road first even if it's not the shortest route. I understand the overall point but roads are mostly taken and it's a very risky path especially if you have the flag of your recipient in sight I, as a courier, would take the most direct and safest route rather than the road instead.
Anyway I have noticed that when the courier leaves from your location to go to your recipient, for example your div commander, the orders you gave to the courier are not displayed on the map. This means it's impossible to know where exactly you clicked and what is the selected facing for your recipient. Thsi comes on map when the courier reaches your recipient, however if there was a mistake, in order to correct it you must send another courier and wait (and hope you didn't make another mistake) and this is a bit tedious. Perhaps the orders should appear on the 3d world as flashing, or ghost icons, so you could finetune them before the courier arrives to destination... at least you could see what and where you clicked it even if you shouldn't be able to change them anymore after the courier left.

Though this perhaps should not be a feature available (the map view stuff) at higher difficulty levels since the point is to muddle through without all this advanced technology, and see what it was like to operate in a world without precise knowledge, instant information or clear control of even your own forces. If you want to see exactly what's up you have to ride over there yourself.

The shortest road path does cause some problems in scenarios. One of the Union advantages on days two and three was that they had the interior lines of communication. I was playing the Union brigade day three scenario that takes place on cemetary ridge. I sent a message asking for support on my right and watched in horror as the courier rode straight into confederate lines! Seems as if the Emitsburg road is slightly closer than the Tanneytown road so the courier heads that way rather than the obviously safer (and even shorter) Tanneytown road route. I guess If I pulled my leader off of the vp site and closer to the Tanneytown road a courier would use that route but then I am loosing points. Unless Ray Chales was the courier (and even then  ) a courier would have taken the Tanneytown road route.
