I suppose it is the OOB writers job to hand edit the commanders personal and chain of command text. At least right now with what you have the writer of the scenario OOB has a pretty good start.

Why should we do things by hand when they can be done automatically with the same result?
Ideally scenario OOB making would be something that can be done automatically, where the user only has to decide what units to include, not actually do the typing. It's the scenario scripting (or rather, the planning of the scripting) that takes thought and can't be done automatically.
People ideally are only be necessary in modding for their creative minds.

OK I added a simple way to switch between substitute commanders. I haven't yet figured out how moving substitutes around and adding them should work, but it won't be too hard to do once I decide how it should look in the end.
Here's the
sample OOB generated again with the substitute commanders included. I tested it in game and it worked.
Here's how it looks in the editor. You just select the commander you want to appear in the tree. All of the commanders appear in the spreadsheet section. When you export as scenario, the commander that's visible in the tree will be used in the scenario file.

this discussion about the substitute commanders. In the editor, the primary commander (aka the one that will be used in sandbox mode) is shown in the tree.
The
sample OOB is updated also so the commanders are in the right spots for the new method.
The OOB editor will now handle substitute commanders the same way the game's sandbox mode handles them.

Ok I made an OOB, now how do I use it in game? And is it possible to use in multiplayer? I created a folder under the mods folder and placed my oob in there, but it doesn't let me load my mod in game.

The OOB must have a name that starts with "OOB_SB_" and it must be placed in an OOBs folder inside your mod's folder.
Mods are not allowed in multiplayer yet.
but it doesn't let me load my mod in game.
This doesn't tell me much.

For scenario use one thing I noticed that is missing and would be helpful has to do with the ID column generated.
NAME ID
Brig Gen James S Wadsworth OOB_1_1_1_1_0_0_1
Brig Gen Solomon Meredith OOB_1_1_1_1_1_0_1
19th Indiana OOB_1_1_1_1_1_1_1
24th Michigan OOB_1_1_1_1_1_2_1
2nd Wisconsin OOB_1_1_1_1_1_3_1
For scenario use the ID column needs to be:
Brig Gen James S Wadsworth OOB_U_JSWadsworth
Brig Gen Solomon Meredith OOB_U_SMeredith
19th Indiana OOB_U_19_IN
24th Michigan OOB_U_24_MI
2nd Wisconsin OOB_U_2_WI
The units will not show up in a scenario nor are you able to choose a leader without changing the numbers to letters and names.
