First check what level of engagement you have selected in the sandbox battle screen. Try Division vs Division as this is a comparatively small oob if I remember correctly.

Not sure if this a solution to the crashes, but maybe you might consider designing your OOBs to Army level, both sides. Just fill in General N.O. Body(s) for your upper levels, or, Generals of your choosing. SOW uses General N.O. Body occasionally for such purposes, or for other instances. Make sure each 'NO Body' ID Name is unique.

The difficulty is that the OOB appears in the lists of activated mods on the mod screen, as does the map, but in the sandbox, the OOB does not appear at all, even though the map does. How is that possible?

Do you have the OOB inside of a Mod?

Such as....

Mod \ OOB - which would be in it's on individual folder called OOB !

Example:
