Courier orders not being executed - possible bug(s)

I've been playing the Corps tutorial recently, and each time I've run into some odd behavior when sending courier messages. It doesn't happen every time I issue a message, but is happening frequently enough to be annoying.
I'm playing on the normal difficulty setting, and have the beta1 patch installed.
I'll issue an order for BG Wright to move his div to the left flank of O.O. Howard. I set the time to execute as the current time. The courier hops on his horse and dutifully rides to General Wright. Then nothing happens. No troops moving, no activity whatever.
Putting my debugging hat on, I starting trying various things. I discovered that if I first TC of General Wright, then unTC him, and then dispatch the same order he will execute my command immediately.
It's like the AI is sleeping, and by toggling the TC flag on & off, the AI then wakes up and goes to work.
In the same tutorial, I sent a message to the commanding General(whose name escapes me right now) of the 3rd div, whose div is waiting in Gettysburg. I ordered him to my left flank, telling him to use roads.
He dutifully brought his division to my left flank, but did not use the roads. All of his soldiers used the backyards of all the townspeople instead.
Has anyone else noticed behavior like this? Is it possible to play this game without having to TC?
