Scourge of War Boards

This may sound like a moron of a question, but that's never stopped me before so here it goes.

In the MODifications menu, which mod take precedent? The first mod, or the second mod?

They are loaded in the order listed, so the last mod would overwrite those before it, but only if they mod the same thing.
