It's shareware.
As far as the rights to posting it anywhere, well, that is what shareware is, too share. There are no restrictions to the way to distribute this title, as long as no money changes hands without the expressed permission of it's creator/designer, and the original program is remains unedited.
I owned, and operated a BBS back then, and that is how we shared shareware. There was no need to gain permission for sharing this game, in fact it was strongly encouraged.
I just thought someone out there would have a blast playing this, but if you have a problem with this, then go ahead delete the file.

Purpose of sharing is to sell when people who like the program buy the license.
Of course it's strongly encouraged to share it. 1991... dos... I wanna see this one.
