Multiple divisions rule

As has been stated on the Rules page from the beginning, you're only allowed to have one division on each side per person. I've removed a few duplicates. Their regiments still exist and could be given to new players at some point, but the accounts are no longer available.

There are a couple reasons for this rule. First, allowing extra divisions would mean you're not stuck with the fate of your division, which is a central part of this campaign game. Second, it messes up the random team assignment.
