Graphics Files: Working With Layers

I've been trying to modify one of the stock graphics files for a mod. I'm using Paint.net, which was recommended to me by RebBugler. Great program and free! Anyway, I created a file and added four layers to it so I could modify the various parts (layers). What I can't figure out is how to resize the various layers (scroll bars, canclel button, etc.). As you experienced modders know, (of which I am not one) precise size and placement are critical. I figured you could just look at the properties of the layer for that info but no. If you can help please let me know. Even if you're not familiar with that particular program but can suggest how to accomplish the file modification feel free to point me in another direction. I really need the help. :(

You can't re-size the individual layers. Do all your sizing or flipping aspects with new or pasted images, one layer only, then copy into your layered project.
