Debugging problem

I have done some mod work using TCM. I am presently having a problem in that the debugging code does not work. Here is what I have put in the sowgb.ini file.

[Initialization]
DbgLvl=2
NoAI=1
AlphaOmega=1
Full Screen=1
Screen Res=3
AntiA=2
Anso=4

I would appreciate any help.

Replace [initialization] with [Debug]

Any one know how to activate Mahone's Brigade of Anderson's Division? It is in the scenario file, but I cant find where it has been removed in the scenario.
