Surgeon Ability

What is the purpose of having a "Surgeon's Ability" listing under the characteristics of a unit?

It is a placeholder for a feature that may show up in a future release. It is not used at this time.

Sounds like something that would either be needed for an ultimate HEADQUARTERS IN THE SADDLE, or CAMPAIGN.... AWESOME!!!!

According to the manual p 75 it is described as "The higher a fighting unit's Surgeon Ability rating, the more wounded troops it returns to active duty after the battle". So I assume the manual needs correcting.
