Courier message modding

This was brought up elsewhere, but I wanted to ask in a separate thread. Is it possible to mod the courier message and the likely response to that message? Rarely when I send a courier message to an AI superior or fellow commander do I get any response. Is there a way to make the AI a little more responsive, or is that hard-coded?

Ive been experimenting with modding courier messages - you could mod a reply - as in 'i got your message', but not whatever the decision was. That is hardcoded and we have no way of knowing what it is until they show up/leave you hanging.

Thank you, co20or. I understand the limitations. It would be nice in the future to see a friendly AI a tad more responsive. Right now, it seems that in order to solicit a definitive response to a need for support, I need to draw the battle that direction. Doing that feels gamey to me, but is often necessary to the survival of my command.

better use of the courier system by the AI - improved feedback, etc- is top of my priority list.
