A basic question on playing the scenarios

I had to re-install the game, and now my game history is kaput. Just wondering what happens if one does not play the scenarios in order? IE, is the game meant to be played in order? I read another thread that suggests enemy troop levels are a product of previous scenarios, IE GB 8 will be different depending on how GB 1- 7 went?

You can play them in any order you like. There are a few which require you to achieve a major victory before you can play it's counter-part. These are the "carry-over" scenarios and they do use the troop levels from the previous scenario. I don't have which ones they are at my fingertips but if you try to play them, you'll find out.

I would say I am about to throw this game in the trash. After having re installed the game I have tried a few times to play GB 5, and the brigades scattered around the map do not respond appropriately to courier orders.
It takes minutes for the courier to make his away across the map, and for example I will give Col Coster order : form your brigades into a column and march to map point:" then Coster goes to the map point and his regiments move a few feet, change into lines and stop. This is a universal problem. in this game. I think it is certainly a defect in game design.
