Modding with Excel

I've read that Microsoft Excel is necessary when modding a scenario or OOB. I don't have Excel, but could a similar spreadsheet program work just as well? Thanks for your help.

Yes, anything that can edit plain text csv files and save them without adding quotation marks everywhere. (Any sane spreadsheet program should have the right options to do this.)

Libre Office and Open Office both work.

I've been using NotePad forever. It works for me since I've always had trouble using Excel for some reason.
