I cannot see any representation of voltigeurs as I would recognise them with the tall plume on their shako's.Am I mistaken somehow?

Remember that the plumes were detachable and quickly got ruined by bad weather. On campaign many troops put away the fancier bits of their uniforms so voltigeurs without their plumes need not be a game error.

The devs have said because of limitations, elite companies for the french are not shown.

Voltigeurs are in the game (both with shako covers and without). The plumes aren't represented as they were not generally worn on campaign and all the reference I have seen shows them with pompoms on the shako when in battle.
The issue we had was we can't show different uniforms by company.

Yes, this was something that unfortunately we couldn't get in in time. It was on the list. So perhaps we can get it in one day.
