Scourge of War Boards

I am playing at NORMAL difficulty. I want to use couriers to command my divisions (even though I can do it directly).

Now, I get a courier message from Early's Division that they have arrived and a request for my orders. But when I go to compose a message, Early is not in the list of possible recipients. (I did wait for quite a while to see if he would appear. (Finally, I had to order him directly via the click|point|command rock.)

Why is this?

Am I doing something wrong?

I checked out the script and OOB, and he should be there as indicated some time after the scenario starts. He's the third Division.

Do you by any chance of a saved game showing the issue?

I will get you a save game.

I've played many times. I think only the initial divisions on the map ever show up on the list of courier recipients. (I've also checked way later in the scenario, and they never appear.)
