So how does one change OOB's in Sandbox MP games?

So how does one change OOB's in Sandbox MP games? We often get OOB's that are not large enough for one to play. We would like to play with say x2 Corps. It seems you get an Army or Corp. Can one edit this? We usually play COOP a prefer to not have 80% of the Army controlled by the AI

What is the status guys on the Scenario Editor? Is it complete yet?

Yes, with any basic spreadsheet editor. The scenario editor is close but not complete yet, ironing out some kinks.

We are working hard to get the SDK and dedicated OOB and scenario editor released, it will make things very easy.

Thus will be a great tool, basically just drag and drop for OOB creation and unit placement.
