How can I change player's commander for an existed scenario?

For example, change GB19-July3-Codori, Stannard on the Flank's commander from Stannard to Alexander Webb? I'm quite confused about setting scenario.ini and battlescript.csv......

This one would be pretty simple actually. Open up the scenario.ini file, and change the commander level from 11133, to 11222. The command level represents their command level in columns C, D, E, F, G, in the scenario.csv (if you are opening it in excel).
Keep in mind, if the scenario has scripted events for the original commander (Stannard), it could cause issues. For example, you would have to edit the battlescript.csv to replace Stannard with Web (the evtdeath command would have to be re-assigned to Webb).
