No Target Available

I have observed that many times units are close to and facing enemy and cannot shoot. In a QB sandbox game I had a French foot unit, with good morale and not fatigued about 100 yards from British foot. The French had flanked the Brits and were uphill from the Brits. The French could not acquire the target, so I moved the French unit closer and waited about 10 seconds to see if the target was able to be acquired. I still received the message that no target was available. I did this a few times, waiting each time to see if the French would start shooting, but no luck even at point blank range. At about 10 yards, I pressed the charge button, but the French would not charge either. Finally I moved the French INTO the flank of the Brits, thinking that, since they did not want to shoot, they may want to charge. Once inside the flank, after pressing the charge button, the Brits finally noticed something was going on and proceeded to ROUT the French by charging UPHILL with their flank leading.
What are the criteria that the program looks at to determine range and to acquire a target? Is this just an anomaly? It does not happen very frequently, but I have seen this quite a few times. The last time, rather than being uphill, the French were about 80 yards away across a stream. The French unit in line next to the one that could not shoot was about the same distance away from enemy but could acquire the target and was shooting,
