Mapmakers at NSD, or the CSV modifiers

I briefly mentioned this to Matt a while ago, but I would like to know why when you re-released the maps with new textures in one of the last patches, you altered the associated CSV files?
Or maybe it was not the map makers, but someone there with a brilliant idea about realism.
(and please do not tell me the maps have never changed, I have every version of every map created)
Just to mention a few items in the map CSVs. (Gettysburg)
Woods - If you move through woods it is a -10 fatigue.
Creek - If you move through a creek it is a -10 fatigue.
Stream - If you move through streams it is a -10 fatigue.
Rivers - If you move through rivers it is a -10 fatigue.
Ford - If you move through a ford it is a -10 fatigue.
Fence - If you move through fences it is a -10 fatigue.
Wall - If you move through Walls it is a -8 fatigue.
And oddly if you move through Marsh or swamp, you get no penalty. :unsure:
Except for the last one, one could argue that this is an acceptable thought process.
Moving over a fence or through woods is fatiguing.
BUT!!!! When you use a fence for cover or stop in the woods, your fatigue still drops.

Units sit behind fences and go fatigued sitting there.!? Yes this happens. It is a hazard to fight behind fences or walls.
I think I know what you were trying to do, but is simply does not work.
There is a way to do it correctly, but that is NOT it.
