How and where can I edit the OOB for Brandy Station in the 150 anniversary edition?

If You currently have the "Original OOB" you can move it to a different location such as a Mod or a different folder called "OOBs"How and where can I edit the OOB for Brandy Station in the 150 anniversary edition?
Once you have it there you can "Edit" it without changing the original OOB.
Use a "Excel-Type" Program which helps to keep all of the information in separate columns, which makes it fairly easy to edit.
From there, just Start the Game and the OOB will show up in the OOB section in the Menu.
