Howitzers underpowered?

I am wondering why the howitzers in the game seem really underpowered compared to regular cannons unless they get within the range to use canister shots. Now, I've no clue how effective real howitzers were during the napoleonic wars, but their lack of effectiveness in game using shells make them almost useless in range fights. I would like to hear some information on this.
