Can you check your graphics settings in your options, please?
Maybe it is set to "HIGH", but it can be set to "BEST" to see all the different sprites.

can you check if it is installed in the correct directory? (Work\Scenarios)
Do you have any other custom scenarios that are working correctly? Such a folder should look similar to the scenario generator.

sounds like somekind of conflicting Mods to me. Try activating only the RRC mod and check if you see the maps and OOBs in the sandbox.
Otherwise your mod is not working correctly and thus it won't work using the Scenario Generator either.
