I too agree with the general sentiment. What it means is that people will probably just spend more time on open play and many of these scenarios may never be played by many of the customers, and all the hardwork put into making these will go unnoticed.

The main issue here is that there is nothing that we can do. The scenarios are written to use the stats from the previous scenario, so without that information, the scenario cannot exist.

so you throw away one of the most innovative features (carry over counting what you did in one scenario to the next) for instant gratification? dont do it team!

We are not going to do it, mainly because there are options. They can get the file from someone and play right away, and when we release the sdk they can change the scenario how ever they like which would include removing the carryover.

This is how it was in TC2M. You had to beat certain scenarios to advance to others. It's a nice challenge and leaves me feeling more satisifed with my accomplishment. Some of those were difficult enough that it took me 1-2 weeks to complete. This is great.

I think everybody is really missing what is being asked and said. Nowhere in any of my posts or others that I can see was it ever stated that existing functionality of unlocking should be removed. It was suggested that at least there was an option to play the locked scenarios in any order if a player wanted to do so. Therefore, this would allow both player types to play the way they want. As it stands right now, only the player type who likes locked games is served. Pardon the pun, but the other player type is "Locked" out:)
With all that said, I completely understand why it will not be possible for this game after Norb explained about the carry over losses and such. Therefore, not going to say much more on this topic but hopefully in the future expansions there becomes an option to serve both player types. In addition, I think the real confusion comes around the terminology of a scenario. Typically a scenario represents an independent situation that is unlinked to another scenario representing a single situation. However, in this game that is not the case. So in reality there is one "Linked Campaign", sandbox mode, and multiplayer but really no scenarios in the traditonal sense.

Well perhaps a small design fault in the Dev ideas here. I can understand that they wanted some continuity here and have some carry over stats etc, but having to play both sides is a bit screwy. Frankly I'm not interested in playing the bad guys so it leaves me short of some scenarios.

The "flip-flop" scenarios you describe are floating around,... waiting for a rainy day 
The two best ways to avoid plowing through all scenarios is to:
1. As Norb said copy someone elses game files. or
2. Turn the game on super easy and run the scenarios through.
To create or "unlock" the scenarios to accomodate BOTH thoughts, (carryover vs. individual scenarios) is a nightmare. It would not require 20 scenarios, but 40.
There is no reason for this. After they are beaten they become unlocked. If you keep failing in Picketts charge, you can go back and increase your score in the earlier carryover, and you can increase your odds to win...
It is just not that easy to do both.
