First you may need to download a program called WinRar – this is the most used program to extract the files once you have downloaded them.
Next – Create a folder called Mods – and place that into your games directory like the example below.
Once the file is downloaded and installed into your games directory just activate it as in the example below.

Those are great instructions Davinci. This should be stickied. 
BTW - 7-zip is also a great unzipping utility. http://www.7-zip.org/
It's free/open source and it handles all compressed file types (zip, RAR, etc).
