Some Modding Trouble

I'd like to play around with the logistics of SOW, like I used to do with TC2M. Mainly I want to increase canister range to 250 yards, and I want to play with rifle ranges so they're not all 160 yards. The problem is that I don't have a logistics folder in my base. How can I change the aforementioned settings?
Now we are engaged in a great civil war, testing whether that nation, or any nation so conceived and so dedicated, can long endure.

DL and install the SDK...they're there.

I don't think that works. That would change the basic game. You have to do that kind of stuff as part of a mod.

Others please correct me if I'm wrong.

Yeah that's where your getting hung up. You don't change the Base game, you create a mod that has a Logistics folder in it and put it in the Mods folder.

Example: Mods\Your Cool Mod\Logistics\drills.csv etc..
