As for any mods being enabled, ONLY the one the has the DRF scenerios is enabled. All others do not have the yellow square next to them displaying.
There's your problem. Download the latest version of DRF. I know RebBugler has made some recent changes.

Keep in mind that while we encourage the modding process it's up to the user and modder to work out the kinks and conflicts.

The way mine is set up, I have to have the yellow box next to the line that says "Bugles and Flags Vo4" tured on to have any of the DRF scenerios show up on the Custom Scenerios page. On the modification the only yellow box that is checked is the "Bugles and Flags" stated before, no other mods are checked.
