There's no way to really cause it, it'll just happen if the right conditions are met. I believe there is a random factor there as well, but basically a regiment needs to have really low morale, high fatigue, and have suffered a lot of casualties. I have also seen them surrender if they have a regiment on both flanks, and they have low morale etc.
