For me to answer the question, I need to understand it correctly:

You wish to create an order of battle which has every company, district, and department in the eastern theater in early 1863 so you can create some fictional battles.

I am sorry I misread your question Digby. You still ought to be able to follow the same procedure as I listed above.

As Beef indicated, the 8th Army Corps was the most prominent feature in the region. It might be interesting to add the Washington Garrison as well.

These are known as the Middle Department and Military Division of Washington.

In addition, the Department of the Monongahela, the Department of West Virginia, the Department of the Susquehanna, and Department of the East are in the vicinity.

For a hypothetical battle, you would need to identify the units you wish to include. It looks like you want units that were not on the AoP but were in the general defenses around DC. These were organized into the 22nd Corps in Feb 1863. Here is a place to start:

Note that other units were added as they became available and some were sent to the AoP at the beginning of the GB campaign. For example the 2nd Vermont Brigade was added to the 22nd corps after it was organized but the Vermonters were reassigned to 3rd Div, I Corps AoP on the 23rd of June.

The 8th corps was primarily covering the Shenandoah Valley. Digging up this may take longer, but for example, here is the OOB for the 2nd Div taken from the OR report on 2nd Winchester:
