Realistically, you're kind of on your own with this one. The general concensus is the stock skirmisher formations are too unweildy to be used effectively. They take forever to change direction and don't really get a "no casualty" bonus for being in a extended formation. I have developed a shorter, more easily used formation, but it really only works in the Nap Mod, and then only somewhat. There, I have extended the firing range for the light infantry units and shortened the line units range to give them a chance to actually do what skirmishers do - namely annoy the hell out of the line troops and force enemy commanders to either put up with it or advance and open fire. Since ALL units in ACW can skirmish, this setup really doesn't work. They are really only for show there.
