Need Help with Names for OOB

So I made a new OOB and I found out that you need to add any name changes to a special file, which I was not aware of at the time, but for some reason I can't seem to get the OOBToNames application to work, the program I'm assuming makes this file so you don't have to put in each individual name.

I keep getting this error.

"Error: First Argument must be valid csv path"

Drop MTG a PM. He wrote an xml names file creation tool. It creates an xml file for the new OOB (which needs to be loaded as a mod) in about 0.01 seconds
