Courier Mod Issues

So I haven't played in a few months but when I began a new sandbox game and started using the courier orders something happened that hasn't happened before. When I give my orders to a Brigade all of the regiments conduct the facing movement immediately even before the courier from the Brigade commander gets there. When they arrive at the destination, some of the regiments have complied with the order and faced the correct way while others are facing the direction they were in before the order was given.

Example courier message:
No Orders
Move to this map point
Face this direction
Change to this formation
Take this stance
Use roads

Like I said I just started playing again and this has happened. I checked for game updates and there were none. I am running the stock game with Pipe Creek, Antietam, and Brandy Station. I have dabbled with scenario modding but nothing that I would expect to break the courier system. I hope this information helps yall diagnose something. I appreciate it!

Your Version is 1.61 - Correct?

Also - have you checked to see that there are No Mods Selected under - Modifications?

Example courier message:
