We used this source: http://www.gdg.org/Research/OOB/EicherOOB.htm to set the OOB files. There is an OOB for each day that has the units that were historically present and available that day. Strengths represent our best estimate of the unit strength as of dawn of that day.
As with TC2M, you can mod an OOB file as you choose and distribute it as a mod.
