The new OOB shows up in the Mod listing and "seems" to be working but when I select it, the SOW program crashes.
It sounds as if there is an error in the csv file itself. Whenever I have a crash as you described, it is usually because I have screwed up the corps/division/brigade numbering of some unit or commander. Try looking over those numbers in the changes you made. The folder structure you gave looks fine.

The CSV files aren't compatible with Open Office. You have to use Excel or Garnier's program.
Are you sure? I thought Open office was completely compatible with MS Office.
Unless something has changed since I tried it last (month or so ago), you can open the files fine, edit them etc., but when you load it in the game.... crash..

MTG,
Renamed the OOB as OOB_SB_Reb_Div_Day_2. Had been opening the file with notepad, like in TC2M. Just had another idea though. Going to check it out. Will post back in a bit.

If someone sends me one, I can see what the issue is and see if I can make it work.

MTG and LP,
The idea worked. I completely weaseled out here and took my new OOB and put it in LP's Sample 1 Mod folder under OOBs there. It ran fine except only 1 artillery battery came through, even though they all show in the OOB column. I think I know why. I'll fiddle around there and keep y'all posted.

LOL!
Thanks G. That'll teach me to pretend I have some idea of what I'm doing. I actually was aware of the Modding editor but figured I had done enough of it with TC2M to be able to figure it out. Actually, except for all the artillery not coming along for the ride, it did work.
But that raises a question to the assembled multitudes - is there a maximum brigade size per Division? What I mean is is there a maximum number of brigades that a Division can have, since artillery batteries count as Brigades in the OOB.
To answer my own question, probably not, because in the Jackson OOB, each Division has 4 Brigades plus all its Divisional artillery of 4 batteries.
So, any thoughts as to why the Arty didn't come along? Inquiring minds want to know.

HA!
Figured it out. The Arty didn't carry over into the game because I missed changing the Division number for the 2nd, battery's Commander, thereby blocking the rest of them from appearing. Works now. Time to get those Damn Yankees!

That's the point of the editor, it automatically fills in those organization numbers.

I am very happy to mod an OOB after so much effort and frustration. The key in my case was trying to use Open Office. Switched to Garnier's editor and it works fine.
Thanks for the "lift".
