cliometrician - I'm not sure what you are doing wrong, it really isn't any reason for the game to crash by adding in some Objectives.
Example Below:
So, let's go at this from a different angle - did the file overwrite the previous file.
Can you take a screen-shot of the expanded files like I did above?

No, the file did not overwrite, it was just added to the folder with the original file (which I also saved in another location). I deleted the original file before starting the game. I'll go back and try again. Sorry, but expanded files is Greek to me. Barely computer literate here.

Strange. I tried again and the same thing happened. I removed the original csv file and replaced it with yours. Game still crashed. Then I removed yours and restored the original file. Game worked. I've gotta be doing something wrong but don't know what.

OK, look at the file that I posted above, scroll down to the last lines in that file until you see the word Objective followed by two sets of numbers.Strange. Basically, you can add in any numbers to appear as an Objective in the working copy of the csv file that you have. Use the numbers that I posted as an example.
So, take the working copy of the csv file and add in a number such as 45000,55000 and this will appear as an Objective in the game. But, make sure that they are in the correct column.
You can add in any numbers that you like as long as you don't go below zero, and higher than 135000.
If this doesn't make any sense, I'll try to explain it another way.

That made sense. I did so and low and behold I now have additional objectives. I actually went to the Secessionville map, copied the coordinates there and pasted. You explained that to me in a previous post but it just now sunk in. Slow learner here.

Great, you can use this as an example to add in any Objectives to any of the other maps, they all work the same way.That made sense. I did so and low and behold I now have additional objectives.
Also, remember to always save the original in another location just in-case something goes wrong, but this is how every modder started out, and we have all crashed the game several times.

Back in the days of Sid Meier's Gettysburg, I modded over 200 scenarios...it was very easy once I learned how. Steeper learning curve here.
One quick question: I'm changing the VP sites on the Random Maps 4. Which way do the coordinates run and up to what number? The old SMG started the coordinates in the upper left of the map and ran on the horizontal and vertical axis from there. But seems like the number only went up to the 90s. I know the axis for the RM4 run to over 200,000, but what is the upper limit for horizontal and vertical?

In order to explain this I'm going to have to do a little bit of guessing, but it should work with a little bit of patience.
I think that the top coordinates (i.e...top left hand corner) is 0,0, but the other coordinates will change depending on the size of the map.
So, if I were guessing coordinates, I would place a number like 50000, 50000 as a single coordinate on the map.
Load up the game with only that coordinate and then take a screeen-shot of where it is located, or print off the map and mark where the objective is located.
Now, change that number to 45000, 50000 load up the game and mark where that coordinate is located.
This should give you the information about which direction the coordinates move by changing the first number.
Then do the same thing by changing the second number, leaving the first number the same.
Once you know which numbers goes up\down left\right - you can use that to guess where the other coordinates should be placed.

One of my coordinates for the RandomMaps4 is: 150991,147003
That places the VP site very close to the center of the map, so it won't be hard to go from there. Farther to the east edge of the map the number goes to over 200,000.
