Was there at the beginning of the American Civilwar, a state which was 'Neutral"?

Hi.

I'm working on a online American Civil War RPG (Building your own empire/spy network), and I am wondering if at the beginning of the American Civil War, was there ever a state which would have been Neutral?

If so, could you give me the name of the state please?

I'd go with Delaware. Not really neutral, but pretty close. Even though it twas the Delawares who helped stop Pickett's boys at the high water mark.

Kentucky was a slave state and neutral. Union was very careful not to offend and moved no troops into Kentucky. Johnson the rebel commander violated the neutrality and moved troops into the state. This caused Kentucky to side with the Union.

From Kentucky came the Orphan Brigade.

Hi.

It was coming along very nicely until I found out that the game engine I was using is noted to be one of the most unsafe pieces of software, and should not be used on any web server. It can be easily hacked by anyone with a little programming knowledge.

I almost have it finished, but I don't want to risk my website which now means the RPG game is sitting in a dusty old corner for now until I can find out what I can do with it.

If anything changes I'll let everyone know.
