DDS to PNG converter

I am wondering what would be the best DDS to PNG converter so I get test out the Texture Packer software?

Point or reason for interest is that I wish to convert over mods which would be just to large for me to download when they do get re-released which supports this new technology.

#1: What would the output data format?
#2: Texture Format?

I use paint.net to do my conversion from png to dds. I downloaded a bulk conversion mod to do an entire folder and it worked great.

The mass converter program, would that be 2Tiff by any chance?
