This wouldn't be something that's moddable, at least it hasn't been tried yet.
However, this has been requested many many times to go in the base game. Some people are all for it, others not so much. It's definitely on the to-do list though so you can probably expect it sometime in the future in some shape or form.

Yeah, LP just said it all. Basically wait and see, there's a LONG line of volley command requests.
There is a moddable alternative however using Drills.csv. I did one for TC2M. It's a change of formations type mod that brings firing lines through and in front of each other. So, you get continuous firing sequences, but not the sound or smoke effects typical of volley fire.
Not sure if this will work with SOW however with the pathing scheme. I really have been too busy to take the time necessary to build it and test it out. Besides, my B&F toolbar on the Level 5 (Brigade) is maxed out with extra features and formations, it would probably need retooling for even one more addition.
But the files are available for anyone to give it a shot, and if possible, it at least gives the player an awesome increase of firepower while moving forward with a column of regiments in line.
