Tonight I too fell victim to the "runtime error" bug. I had just quit a sandbox battle, and got the runtime error. After that the game would not start, I tried various things including run as administrator, reboot, and disabling the grog mod in the ini file.
I kept a copy of the working directory (in My Documents) and re-installed the game.
I found that it now worked, but if I replaced the working directory with the original copy the game would crash once more. I was a bit disappointed to have lost all my scores - but then found that I could add in the original high scores files into the new working directory, and got my high scores back and the game still works.
So I am keeping a backup "working" version of the work directory around in case this strikes again.
If I get time I will gradually add back in contents from the "broken" directory, to see if I can determine exactly which file is the culprit. I'm guessing it will come down to either a corrupt file or a permissions issue (my background is in enterprise unix systems so I'm not sure how much of a role permissions play in the windows world).
If it is helpful to the devs I can try to put up a zip of the broken working directory.
TRY THIS for those with this problem: rename your working directory, then uninstall and re-install the game. When uninstalling, I think the working directory is not removed.

PLEASE send that zip of the bad working folder to sowsupport at scourgeofwar dot com. I will look at it today.
