It would appear that you have pressed the f key in game which fixes the camera in place tap the f key until the camera is free again.

Also there is a option that sets the distance the camera will move from the officer's current location.

Currently at gcm we have host that invoke a 200m rule in that your commander cannot be more than 200m from your nearest troops!
